In my case, I have replaced the symbolic links with another copy of the file they were pointing to, maybe this helps. Then you make a folder /opt/tftpboot and put the files you want inside it, e.g. Install OTRW take2 on a USB stick and then install tftp-hpa (allows bigger block size than atftpd). Optware is not an option for you? (e.g., atftp)
